Znaczące spowolnienie rozwoju energetyki jądrowej jak i spadek poparcia amerykańskiego społeczeństwa dla budowy kolejnych bloków nastąpił po awarii w elektrowni Three Mile Island (TMI) w stanie Pensylwania, która zdarzyła się 28 marca 1979 roku.
Konferencja Organizacji Narodów Zjednoczonych w 1955 „Atomy dla Pokoju” zapoczątkowała szerszy dostęp do informacji z zakresu promieniowania jonizującego i przyczyniła się do rozwoju prac związanych z ochroną radiologiczną. W pracach tych opierano się głównie na skutkach, które można było zaobserwować wśród ludzi i zwierząt poddanych dużym dawkom promieniowania podczas zrzucenia bomb jądrowych na dwa miasta Japonii w trakcie drugiej wojny światowej.
W latach 30. ubiegłego wieku rozpoczęły się badania nad zjawiskiem rozszczepienia jąder atomowych i uzyskaniu w ten sposób energii. Prace te początkowo postępowały powoli, jednak możliwość zapoczątkowania reakcji łańcuchowej, a więc serii rozszczepień i uzyskania w ten sposób energii, uzmysłowiły najpierw naukowcom a później politykom szereg zastosowań.
Choć promieniowanie jonizujące istniało od początku świata, to człowiek, odkrył je stosunkowo niedawno. Od ponad stu lat naukowcy zajmują się promieniotwórczością naturalną i samym promieniowaniem, które znalazło zastosowanie w wielu gałęziach gospodarki, nauki i medycyny. Możliwość spojrzenia w głąb materii, opisanie budowy atomu i w końcu przeprowadzenie reakcji rozszczepienia przyczyniło się do znaczącego skoku cywilizacyjnego. Świadomość społeczna i emocjonalny odbiór zjawisk, których nie można dostrzec na co dzień, zmieniała się na przestrzeni lat. Postawa człowieka wobec tych zagadnień uzależniona była od przełomowych odkryć, korzyści i zagrożeń z ich stosowania a także wydarzeń, które na trwałe zapisały się w kartach historii. Zmieniająca się percepcja związana była jednak przede wszystkim z informacjami i wiedzą, jaką człowiek posiadał odnośnie tych zjawisk. Jak zatem kształtowało się postrzeganie tego, co niewidzialne?
